Q. WHEN AND WHERE MAY I DO AN (ACTIVE DUTY for TRAINING) ADT?

A. Each HPSP member is required to do one ADT during each fiscal year while in the program. The location is contingent upon what level of training you have completed and the availability of funds. Normally, 3rd and 4th year members should, if possible, do a rotation at one of the training MTFs.

Q. HOW DO I APPLY FOR ADT?

A. First coordinate with the location where you want to do the ADT to make sure they have space for you at the time you want. When that is settled complete a MEDCOM FORM 673-R and MEDCOM FORM 669-R (HPSP Handbook) and mail to :

Q. WHEN SHOULD I SUBMIT MY ADT REQUEST?

A. 75 days prior to your ADT start date; 90 days for Tripler Army Medical Center (TAMC), Hawaii. All requests for ADT must be submitted NLT 1 May of each year. Requests after that date may not be funded.

Q. HOW DO I KNOW IF MY ADT IS APPROVED?

A. You may check the status by contacting the HPSP Technician at 1-877-MED-ARMY or email UME@OTSG.AMEDD.ARMY.MIL

Q. IF MY ADT REQUEST IS APPROVED WHEN DO I RECEIVE MY ADT ORDERS?

A. ADT orders are normally prepared and mailed to you from ARPERSCOM (ARMY PERSONNEL COMMAND), ST. Louis, 30 days prior to your actual ADT start date. If you do not have your orders 14 days before your ADT starts, contact your HPSP Advisor at 1-877-MED-ARMY or email UME@OTSG.AMEDD.ARMY.MIL

Q. HOW DO I MAKE TRAVEL ARRANGEMENTS TO MY ADT SITE?

A. Indicate if you want to drive or fly on your ADT request form. If you are requesting airline arrangements you must make arrangements through a government travel office like Carlson Wagonlit Travel. Contact your local Carlson Office or call the national Carlson at 1-800-288-5042 to arrange your own itinerary and pick-up of your ticket. Students are authorized to drive their POV (Privately Owned Vehicle) but reimbursement will not exceed the cost of a government plane ticket and will not include in and around (local) travel.

Q. HOW DO I GET ADVANCE PAY FOR MY ADT?

A. Advance pay for ADT must be requested through the Defense and Accounting Services (DFAS) in Indianapolis. The phone number to call is 1-888-332-7366. However, if you prefer, you can fax to them at 1-317-510-4143/4124/6213, a copy of your orders, a canceled check, and an explanation of why you need the advance.

Q. WHAT ARE MY ENTITLEMENTS WHEN I DO AN ADT?

A. HPSP students receive the following:
  • Transportation to and from the ADT site.
  • Active Duty pay for a Second Lieutenant (2LT)
  • BAH (Basic Allowance for Housing)
  • Per Diem: Money received from the government to help you defray your cost of being away from your 'permanent' duty station (school). The amount will vary at each military installation and is dependent upon whether the government provides you quarters (billeting) and rations.
  • Use of Government & AAFEES facilities (ie. Commissary, Post Exchange, Gym, Medical, Moral & Welfare Equipment, etc.)
  • Uniform Allowance received only once from the government to purchase uniforms.

Q. DO I HAVE TO DO AN ADT AT AN ARMY MEDICAL TREATMENT FACILITY (MTF) EACH YEAR?

A. Yes, unless your Dean certifies that academic requirements are such that you cannot leave the campus for at least 21 days.

Q. MAY I PERFORM AN ADT IF I HAVE LESS THAN 45 DAYS AVAILABLE IN MY ACADEMIC SCHEDULE?

A. Yes, but only as an exception to policy. If your schedule precludes a full 45 days ADT period you must submit a written explanation of your reason(s) requesting a shorter ADT (not less than 21 days). Your request must be certified by the Dean.

Q. MAY I FULFILL MY ADT REQUIREMENT AND A CLINICAL ROTATION AT THE SAME TIME?

A. Yes, in fact this is preferred in the 3rd and 4th years. Most schools are very favorable toward allowing you to do an "elective" rotation at a MTF.

Q. WHEN DO I ATTEND THE OFFICERS' BASIC COURSE (OBC)?

A. You are strongly encouraged to attend the AMEDD OBC held at Fort Sam Houston, Texas during your first year in HPSP. It is a great opportunity for you to spend six weeks meeting peers and gaining familiarity with the Army and the United States Army Medical Command (USA MEDCOM), known as "the Home of Army Medicine". Attendance at OBC is mandatory unless excused by the Directorate's HPSP Office. Students who fail to comply with this requirement may be disenrolled from the scholarship program.

Q. HOW DO I OBTAIN INFORMATION ABOUT THE INSTALLATION WHERE I AM PERFORMING MY ADT?

A. There are several ways to include contacting the HPSP Technician to obtain a phone number to your ADT site, logging on to the Directorate's website at www.armymedicine.army.mil/medcom/meded or the Army Medical Department's website at www.armymedicine.army.mil.

Q. AM I ENTITLED TO STIPEND WHEN ON ADT?

A. No. Your stipend payment stops and your active duty pay and entitlements as a 2LT begins.

Q. IF I HAVE PRIOR COMMISSIONED OR ENLISTED SERVICE WILL I BE CREDITED FOR THOSE YEARS OF SERVICE WHEN I PERFORM MY ADT?

A. Yes. This information is coded on to your ADT orders and you will be paid accordingly. Contact the HPSP Tech if not reflected on your orders

Q. WHERE DO I SEND MY TRAVEL VOUCHER UPON COMPLETION OF ADT?

A. Send your complete ADT settlement package (ie. DD Form 1351-2; all orders (original and amendments), receipts to include cash advances received from government, statements of non-availability (or NAS #) etc.) to DFAS-IN (DNO), DEPT 3714, 8899 56TH Street, Indianapolis, IN, 46249-37141.

Q. HOW LONG DOES IT TAKE TO GET REIMBURSED FOR ADT EXPENSES?

A. DFAS process takes approximately 4-8 weeks. However you can call 1-888-332-7366 for the status of your travel voucher.

Q. WHAT HAPPENS IF I DROP OUT OF SCHOOL?

A. You will be ordered to Active Duty and assigned to a Branch, not necessarily medical, based on the needs of the Army. In some cases you will have to repay all monies received while in HPSP.

Q. MAY I VOLUNTARILY WITHDRAW FROM HPSP IF I OFFER TO REPAY ALL MONIES EXPENDED ON MY BEHALF?

A. No. However, if there are additional mitigating circumstances this will be reviewed and decided on an individual basis.

Q. HOW LONG AFTER I SUBMIT A COST DATA WORKSHEET (CDW) WILL I BE REIMBURSED?

A. If the CDW is received by the finance office before the 5th of the month you will receive reimbursement at mid-month. If finance receives it after the 5th but before the 20th of the month you will receive payment at the end of the month.

Q. WHAT SHOULD I DO IF I DO NOT RECEIVE PAYMENT?

A. Contact the HPSP Advisor at 1-877-MED-ARMY or email UME@OTSG.AMEDD.ARMY.MIL.

Q. WHAT IS THE DEADLINE TO SUBMIT THE CDW?

A. The CDW must be submitted in the same fiscal year (NLT 30 Sep) that the purchase(s) was made. NOTE: Reimbursement is not approved for items purchased/CDW submitted after 1 April of the graduation year.

Q. WHEN IS MY TUITION PAID TO THE SCHOOL?

A. By law, the government cannot make payment on any invoice until services are received by the government. Therefore it cannot pay your tuition until your semester commences and your school properly invoices the government. By law, the government has 30 days to make restitution upon receipt of a properly prepared invoice from your school as outlined in the Educational Service Agreement (ESA) "contract" established between your school and the government. If the government is improperly invoiced it does not make payment until a correct invoice is received from your school at which time the government will commence another 30 days to process the payment. This is how the process works and many schools are familiar with this process, however, do not hesitate to contact the HPSP Technician for additional assistance.

Q. WHAT DETERMINES MY STIPEND EFFECTIVE DATE?

A. The latest of the following 3 dates: -Date academic classes start (not enrollment) -Date you sign the service agreement (contract) -Date you sign your Oath of Office

Q. WHEN DOES MY STIPEND STOP?

A. Your stipend is terminated upon one of the following: -Graduation -If academic requirements are completed more than 45 days prior to graduation. -During Active Duty for Training (ADT) -Leave of Absence (LOA) start date

Q. WHO DO I CALL IF I HAVE QUESTIONS ABOUT MY PAY AND/OR ENTITLEMENTS?

Q. HOW DO I OBTAIN A RESERVE IDENTIFICATION (ID) CARD FOR FAMILY MEMBERS AND MYSELF?

A. Contact your nearest Healthcare Recruiter for assistance. If you have family members you will need to have a notarized marriage certificate and/or notarized birth certificate for children 10-18 years of age. For children 19-23 years of age, an enrollment certificate from a post-secondary educational institution is required.

Q. HOW DO I SHIP MY HOUSEHOLD GOODS AND VEHICLE UPON RELEASE FROM HPSP AND ONSET TO ACTIVE DUTY?

A. -STATESIDE ASSIGNMENT (CONUS): Contact the nearest military transportation office (does not have to be Army) for assistance. You can also contact the local recruiting office for points of contact (POC) for the closest military transportation office near you. The Recruiters are more than happy to assist you with setting up appointments and answering your questions.
-OVERSEAS ASSIGNMENT (OCONUS): Same as CONUS move. However if you have family members you want to accompany you to this assignment, you must request and submit for concurrent travel of family members immediately. The government must approve concurrent travel before departure or you will not receive reimbursement for any of the expenses.

NOTE: Hawaii and Alaska are considered overseas tours.
